An Exporter of Record is the legal entity responsible for ensuring goods are exported in line with local customs and export regulations.
You may need an EOR service if you do not have a local exporting entity or if you need specialist support managing export compliance.

Freight forwarders can act in this capacity, however by doing so it means that they would have to take on the responsibility of an exporter of record, which includes taking responsibility for the export if something goes wrong.
For this reason, you will usually find that a freight forwarder will not have the resource to offer these types of services and would be averse to acting in this capacity due to the risks involved.

An EOR is useful for when you need to move purchased goods from a warehouse, manufacturer or seller, where the incoterm has been agreed as EXW (Ex-works).
EXW means that the ‘seller’ of the goods will prepare the export packaging, but the rest of the shipment is the responsibility of the ‘buyer’. These responsibilities include the collection of the goods from the seller, delivery to the port, arranging the export clearance, and all the freight charges, insurance, and import into the buyer’s country.
Another instance where you might require an EOR is when the goods belong to the shipper, but they can’t act as the EOR, for example exporting IT equipment or pharmaceutical goods out of a country.
